I completely agree with you. This sends a message of distrust and policing. Not trusting your employees is extremely detrimental to the overall performance. Besides the metric should be work being done not how much hours you spend on it. If timelines are not being met and also project requirements fulfilled. I would ask is there a problem with planning? Maybe there is over commitment. Not always though. Bad apples always exist but that can't warrent such policies.
